NAYA Kenya invites qualified and reputable service providers to submit Expressions of Interest (EOI) for the provision of Car/Taxi Services and Outside Catering Meals and Refreshments.

The Network for Adolescent and Youth of Africa (NAYA) is a youth-led organisation working to advance health, gender justice, and the rights of adolescents and young people through advocacy, capacity strengthening, movement building, research, and strategic partnerships. With over two decades of experience, NAYA implements programmes across Kenya and collaborates with regional and global partners to advance meaningful youth participation, policy and legal advocacy, gender justice, and social accountability.

NAYA Kenya invites qualified and reputable service providers to submit Expressions of Interest (EOI) for the provision of Car/Taxi Services and Outside Catering Meals and Refreshments in support of its programme activities across various locations in Kenya:

  1. Provision of Car/Taxi Services
  2. Provision of Outside Catering Meals and Refreshments

About This EOI

This EOI is not an invitation for submission of tenders. Its purpose is to identify companies that are interested and eligible to participate in the solicitation when issued. NAYA Kenya will review the responses received and consider companies that have expressed their interest and demonstrated the required capacity. Submission of a response to this EOI does not automatically guarantee that a company will be considered for receipt of the solicitation when issued.

1. Provision of Car/Taxi Services

The objective is to ensure timely, reliable and high-quality transport in support of NAYA activities, including trainings, workshops, meetings and other official programme events. Requirements include:

  • Provision of safe, reliable, clean and roadworthy vehicles for programme-related movements for NAYA staff.
  • Transportation of NAYA staff from designated pick-up points to implementation sites in various sub-counties, as may be required.
  • Provision of licensed and well-trained drivers.
  • Compliance with NAYA Kenya safety requirements and all applicable statutory traffic laws in Kenya.
  • Efficient coordination and service delivery in consultation with the NAYA Programmes Department.

Car/Taxi Services will be required across the counties and routes below. Applicants may apply for one or more counties and should clearly indicate the counties, locations and routes where they are able to provide services:

  • Bungoma — from Bungoma Town & Kisumu Town, to Kimilili, Kanduyi, Cheptais, Bungoma North
  • Busia — from Busia Town & Kisumu Town, to Mathayos, Budalangi, Teso North, Butula
  • Isiolo — from Isiolo Town & Nairobi Town, to Isiolo Central, Garbatulla, Merti/Cherap, Oldonyiro
  • Kajiado — from Kajiado Town & Nairobi Town, to Kajiado Central, Kajiado North, Kajiado South, Kajiado West
  • Kiambu — from Nairobi Town, to Kikuyu, Ruiru, Gatundu North, Kiambaa
  • Kilifi — from Kilifi Town & Ukunda Town, to Kilifi North, Malindi, Kilifi South, Kaloleni
  • Kisii — from Migori Town & Kisii Town, to Kitutu Chache North, Kitutu Chache South, Nyaribari Masaba, South Mugirango
  • Kisumu — from Kisumu Town, to Kisumu Central, Nyando, Nyakach, Kisumu East
  • Kwale — from Ukunda Town, to Msambweni, Matuga, Lungalunga, Kinango
  • Migori — from Migori Town, to Kuria West, Suna East, Ntimaru, Kuria East
  • Mombasa — from Ukunda Town, to Kisauni/Nyali, Changamwe, Likoni
  • Siaya — from Kisumu Town, to Rarieda, Ugunja, Bondo
  • Homa Bay — from Migori Town & Kisumu Town, to Karachuonyo, Dhiwa, Rangwe
  • Tana River — from Mombasa Town & Hola Town, to Bura, Garsen, Bangale, Tana North

2. Provision of Outside Catering Meals and Refreshments

Outside Catering Services will be required across multiple regions in Kenya, structured into the following lots. Applicants may apply for one or more lots:

  • Lot 1 — Central Region: Kiambu, Kajiado Central & North, and Isiolo
  • Lot 2 — Coastal Region: Kwale, Mombasa, Kilifi & Tana River
  • Lot 3 — Western Region: Bungoma, Busia, Siaya & Kisumu
  • Lot 4 — South Nyanza: Migori, Homa Bay & Kisii

The exact quantities, schedules, venues, and detailed service requirements will be provided in the solicitation document.

Information to Be Provided by Interested Service Providers

Interested companies should submit an Expression of Interest clearly demonstrating the following:

  1. Years of experience in the relevant service(s).
  2. Principal place of business.
  3. Company/business registration documentation.
  4. KRA PIN registration and relevant tax compliance documentation.
  5. For Car/Taxi Services: number of saloon cars and vans available, including passenger capacity.
  6. Relevant experience and evidence of having provided similar services.
  7. Geographical coverage and ability to provide services in the relevant counties/locations.
  8. Indicative pricing, where applicable, inclusive of all applicable taxes and delivery/service costs, expressed in Kenya Shillings (KES).
  9. At least two references from organisations served in the last 3 years.

Responsibilities

The contractor/service provider shall demonstrate commitment to providing consistent, timely and high-quality services from the first contact, comply with applicable industry standards and NAYA Kenya requirements, and maintain legal compliance as evidence of capacity. For Car/Taxi Services, all vehicles must be roadworthy and clean, with drivers holding valid licenses and a professional, service-centric attitude. For Catering Services, meals, refreshments, bottled water and other agreed items must be prepared, packaged and delivered in a hygienic, timely and professional manner.

Ethics, Safeguarding and Compliance

All suppliers responding to this Expression of Interest shall:

  • Comply with all applicable laws and regulations, including tax, labour, health and safety, and data protection requirements.
  • Uphold the principles of Do No Harm and conduct their operations in a manner that protects the dignity, rights, safety, and wellbeing of all persons.
  • Maintain zero tolerance for fraud, corruption, collusion, coercion, bribery, or any other unethical procurement practice.
  • Disclose any actual, potential, or perceived conflict of interest that may arise in relation to NAYA Kenya's procurement processes or programmes.
  • Adhere to appropriate child safeguarding and protection standards, particularly where services may involve direct or indirect interaction with children, adolescents, and young people.
  • Maintain zero tolerance for Sexual Exploitation, Abuse and Harassment (PSEAH) and take all reasonable measures to prevent, report, and respond to such misconduct.
  • Protect personal information and confidential data obtained through engagement with NAYA Kenya and comply with applicable data protection legislation.

NAYA Kenya reserves the right to disqualify any applicant or terminate any contractual relationship where there is evidence of non-compliance with these requirements.

How to Apply

Interested suppliers should submit their response to this EOI in soft copy addressed to the attention of the Human Resource Officer. The EOI should be emailed to logistics@nayakenya.org on or before 13 September 2026.

Email subject line: "EOI – Taxi/Car Services" or "EOI – Outside Catering Services", as applicable. Late submissions shall not be considered.
