NAYA and UNFPA Kenya are seeking a qualified consultant for a critical policy development assignment.
Under the GoK/United Nations Population Fund 10th Country Programme, we are recruiting a consultant to support the development, validation, and finalization of a comprehensive fiscal and regulatory reform report and advocacy package for the menstrual health market in Kenya.
About the Assignment
This consultancy focuses on synthesizing existing stakeholder engagement to develop a structured and actionable reform package addressing fiscal and regulatory barriers to menstrual product affordability, availability, and accessibility—particularly for low-income populations.
Key Responsibilities
The consultant will: - Analyse the fiscal and regulatory environment (taxes, levies, duties, fees, regulations, and processes) affecting the menstrual health market across the value chain. - Assess how these factors impact product affordability, availability, and accessibility. - Develop a comprehensive report with structured recommendations, identification of responsible government institutions, submission procedures, and timelines. - Facilitate stakeholder validation workshops and incorporate feedback. - Produce final advocacy materials to support policy engagement.
Duration & Timeline
- Duration: 29 days (4-week implementation period)
- Expected Start: 18 May 2026

Required Qualifications
- Minimum bachelor's degree in public policy, Economics, Public Finance, Law, Development Studies, Public Health, or related field (Master's degree is advantageous).
- Professional certification in taxation, accounting, or public finance (advantageous).
- Proven experience in analysing policy, fiscal, and regulatory environments, particularly relating to market systems and access to essential products.
- Strong understanding of Kenyan public sector processes and policy development.
- Experience in policy and market analysis using qualitative and/or quantitative approaches.
- Strong facilitation and drafting skills.
